The drama surrounding this whole 4th tier government arrangement has been quite entertaining. Was it not the other day it was reported that the Bill had been returned to the Governor because there was no provision for a 4TH Tier of government anywhere in the Nigerian constitution?.
So, how did we get to an endorsement from the Imo Elders Forum? Chief Emmanuel Iwuanyanwu too? Ha! No comment.

IWUANYANWU, IMO ELDERS FORUM ENDORSE GOV. OKOROCHA’S FOURTH-TIER GOVERNMENT
The fourth-tier government proposed by Gov. Owelle Rochas Anayo Okorocha to drive development at the grassroots has received a major boost with its endorsement by an elder statesman and a chieftain of Peoples Democratic Party (PDP), Chief Emmanuel Iwuanyanwu and Imo Elders Forum.
Speaking in a meeting of stakeholders convened by the governor at the Ikemba Ojukwu Convention Centre, Chief Iwuanyanwu, who spoke on behalf of Owerri Peoples Assembly (OPA) and Owerri zone said he is now convinced on the genuine intention of Gov. Okorocha to decentralize power and further ensure that meaningful development takes place at the rural communities.
He described Gov. Okorocha as a democrat by taking the initiative of inviting stakeholders across party lines to brainstorm on how to move the state forward.
Chief Iwuanyanwu added that with the involvement of stakeholders in policy-making, Gov. Okorocha has embarked on the journey of rewriting the history of the state by enthroning good governance at all levels.
In his speech, Chief E.J.K. Onyewuchi admitted that fourth-tier
government would guarantee a total transformation of the state as well as create specific roles for relevant stakeholders in the business of governance. Onyewuchi, who spoke on behalf of Okigwe zone under the platform of Odinma Okigwe stated that Gov. Okorocha has demonstrated a strong political will to bring development at the door-step of Imolites through the concept of fourth-tier government. He applauded the governor for his developmental strides in the state and urges him not to relent in the ongoing transformation of Okigwe town.
Also in his words, the leader of Orluzurumee, Barr. Reuben Okoro said the fourth-tier government is a practical means of returning power to the people. He admitted that the idea will ensure that dividends of democracy are equitably distributed as well as address the issue of marginalization in the state.
Barr. Okoro expressed that the participation of cultural organizations at the zonal levels underscores the ingenuity of Gov. Okorocha in the implementation of the policies and programmes of Imo Rescue Mission.
Earlier, Gov. Okorocha had explained to the stakeholders under the platform of Imo Elders Forum, the framework and overall concept behind the fourth-tier government.
He disclosed that his administration would involve socio-cultural organizations in the three zones in the fourth-tier government otherwise known as Community Government Council (CGC) to achieve the desired goals.
The organizations, according to the governor are Odinma Okigwe, Orluzurumee and Owerri Peoples Assembly (OPA) for Okigwe, Orlu and Owerri zones respectively.
Gov. Okorocha further disclosed that a befitting cultural centre will be erected by his administration for the three zones to strengthen the organizations and promote unity. He urged them to set up an inspection committee at the zonal level for close monitoring and supervision of ongoing roads and other infrastructural projects in the state.
Gov. Okorocha also appointed Deputy Governor, Sir. Jude Agbaso and Chief of Staff, Government House, Prince Eze Madumere as his liaison officers for Owerri zone, and Deputy Speaker, Imo State House of Assembly, Hon. Donatus Ozoemana and Secretary to the State Government (SSG), Prof. Anthony Anwuka for Orlu zone. The Speaker, Imo State House of Assembly, Hon. Benjamin Uwajumogu and Commissioner for Lands, Nze Ogueri Enwerem will serve for Okigwe zone.
